ornate gilded cup with unmarked apart from a #70 on the pottery mark

Ornate gilded cup with unmarked apart from a #70 on the pottery mark:- My grandmother, who would be 100 this week if she had lived, passed on this single cup to my mother with a note in it that said it was her mother's and is very old.

I would just like to date it or find where/when it was made. Could even be from Portugal since some of our relatives were from there.
