Pottery mark Query- C on base Painted Black teapot

Bought this unusually decorated tea-pot - looks very old and has a couple of chips and signs of wear. However I have never seen one like it. There is an incised C and England on the base - also 2 small hand written numbers or letters not sure which, could be painters mark. The decoration has a gold background with raise enamel dots.
