Pottery Mark Query- Crossed arrows with 4 feathers each & 5329 underneath it

Hello. I have an old (I guess) ceramic (I guess) guy holding bagpipes decanter. It says scotch at the bottom between his kilt and his feet. I assume this is a scotch decanter, but have not been able to identify the source. Who made this cute little guy, and is he worth anything?

This is an item made by a company called Arnart of Japan. This crossed arrow mark is a copy of the Kalk mark (a well known and high quality German firm) and is normally seen on fake Kalk items, so who knows why they put it on this wee scotsman?
